On 4 August 2011 UK police shot and killed Mark Duggan. With the police killings of Jean Charles de Menezes, and Ian Tomlinson still fresh in people's memory this triggered a peaceful protest that was ignored until it escalated into violent protest, riots, and looting.. The cleanup cost is currently estimated at 200 million GBP, and thanks to the 1886 Riot Damages Act the police are going to have to pay for it. Perhaps they will have to cut the number of officers who use anti-terror laws to stop and search innocent black men over and over again.
